No, Clarence Thomas is not arrested. However, the nondisclosure of luxury gifts he received from the GOD donor Harlan Crow has attracted much criticism.
On 6 April 2023, ProPublica reported that Thomas has been accepting luxury gifts and lavish family trips from his Billionaire friend, Harlan Crow, for several years.

Justice Thomas responded to the report with a tweet saying that his colleagues and other judiciary members advised him that those lavish gifts were personal hospitality, which he doesn’t have to disclose to the public.
Thomas was supposed to disclose it, but he failed to do so. Several Democrats were outraged by the report. Some of them also demanded his resignation. On the other hand, Republicans either defended the Justice or remained tight-lipped.
As reported by SLATE, Judges and Justices are required to submit an annual financial disclosure report.
The law states that disclosures must contain the “identity of the source, a short description, and the value of all gifts.” At the same time, the Judiciary Conference Filing Instructions provide that any donations above $415 must be recorded. Similar details are needed under the law for gifts and travel reimbursements reported in the same publication.
Not only that, Justice Thomas reportedly failed to do another mandatory disclosure. It has been reported that Justice and his family sold a property in Savannah, Georgia, for $133,363 to Crow.
The law mandates the Justice to report a brief description of any purchase, sale or exchange exceeding $1,000, including dated, value category.

Justice Clarence Thomas Income Report Controversy
As reported by USA Today, Supreme Court Justice Thomas has disclosed rental revenue from a family real estate business as required by financial disclosures. But, the company was shut down in 2006.
Ginger Holdings, LLC took over the original business, Ginger, Ltd., Partnership several years ago. A Nebraska real estate firm called Ginger, Lid., Partnership was established in the 1980s and was closed in 2006.
According to USA Today, the new company Ginger Holdings, LLC was founded and assumed control of the former company.
Justice Thomas’ recent annual disclosure forms revealed that his income between $50K to $1 million is from Ginger, Ltd, Partnership, a now-defunct company.
According to the report, Thomas has been reporting getting $270,000 to $750,000 from the older firm since 2006, which he listed on his paperwork as “rent.”
