Authorities in Illinois have charged two emergency medical service personnel with first-degree murder in the death of a patient. Finley and Cadigan are being held in the Sangamon County Jail. The inquiry is still in progress.
Sangamon County officials conducted a combined news conference on Tuesday to explain the arrests of EMS employees Peter Cadigan, 50, and Peggy Finley, 44.

Moore’s death was ruled a homicide, prompting accusations against Peter Cadigan and Peggy Finley. The two are EMS employees with Lifestar Ambulance Service, which responded with “no reply” to WICS’s request for comment.

The death of Earl Moore Jr. sparked widespread outrage and protests in Springfield, as many community members felt that the incident was another example of medical workers’ lack of remorse.
Authorities claim that medical personnel mistakenly put his face down on a paramedic stretcher with a medical strap over his back when transferring Moore to the hospital.

Moore died from “compressional and positional asphyxia owing to prone face-down confinement on a paramedic transportation cot/stretcher by tightened straps across the back,” according to Allmon.

Moore’s death was declared a murder by the county coroner. The Police Department immediately launched an investigation into the incident, and the officer involved was placed on administrative leave pending the study’s outcome.
According to Sangamon County State’s Attorney Dan Wright, Moore was being transferred to the hospital after officers discovered him in medical difficulty at this residence.
Moore, however, died, and Wright claimed that the EMS personnel should have recognized from their training that putting a patient in such a way would increase the likelihood of severe bodily damage or death.
Authorities said that Cadigan and Finley were placed into the Sangamon County Jail on a $1 million bail each, and both were charged with first-degree murder.

The first responders can be heard ordering Moore to get up in the footage.
Each of the three flicks lasts around 20 minutes. It was apparent when Police arrived at a property on North 11th Street on December 18.
“Upon arrival, they swiftly determined that Mr. Moore was in medical difficulty and requested that an EMS team be rushed to the site,” stated Dan Wright, State’s Attorney for Sangamon County.

“You’re going to have to walk because we’re not carrying you.. because I am truly not in the mood for this silly s****,” the body camera footage says.
“He should be living today, and the Police officers did all they could to keep him alive until the specialists, the EMTs, arrived to take over,” said Teresa Haley, head of the NAACP in Springfield.
“They tied him in tight; he’s not going anywhere.” The body camera footage also shows this.
“The footage of how they treated him was aggressive. They physically threw his hands behind him and tied him down. He couldn’t move even if he wanted to, and he’s lying down, “Haley stated.
Cadigan and Finley should have understood from their training and expertise that are placing a patient in this manner “would generate a considerable chance of grave bodily damage or death,” according to Wright.
Lifestar Ambulance Service hired Finley and Cadigan. We contacted Lifestar, who indicated they had no comment.
